GBC teamed up with the French organization SIDA-Enterprises, announcing a joint program to mobilize companies fighting HIV/AIDS in developing countries. Initiated and funded by the Agence Française de Développement (AFD), Partners Against AIDS offers technical assistance to companies interested in launching or reinforcing AIDS and Tuberculosis workplace programs and co-investment projects.
Objective
Provide the private sector in developing countries with the necessary technical expertise to set up of sustainable programs combating HIV/AIDS and Tuberculosis.

GBC Brokers New Public Private Partnership in Conakry, Guinea

of Partners Against AIDS, Bruno Buclez, Medical Director of Alcan and Clemence Bare, Director of Partners Against AIDS (AFD project) recently returned from Guinea after launching a new public private partnership (PPP) under the leadership of the local Chamber of Mines.
The Guinea PPP development began in December 2006 when GBC identified Guinea as an ideal country for a large-scale partnership using the mining industry as an entry point for an effective public health intervention. GBC’s Maville met with Bruno Buclez, Medical Director of ALCAN and Chaikou Diallo, President of the AIDS committee of the Guinean Chamber of Mines, charting a course to develop testing and treatment access for one million people in regional mining communities.
GBC facilitated the initiation process of the PPP, which is now led by the local Chamber of Mines. GBC also helped the Chamber of Mines and Alcan draft the exploratory mission’s terms of reference (ToR) and design the project methodology. It secured Partners Against AIDS to provide crucial technical support. GBC also convened its corporate members operating in Guinea’s mining industry and held strategic meetings with key officials, including the Prime Minister, the Minister of Health, Minister of Mines and heads of multilateral and bilateral organizations including the World Health Organization, ILO, UNAIDS, UNDP, CCM, World Bank, AFD, USAID.
The Guinea government and donor institutions expressed strong interest in collaborating with the mining industry, which generates more than 75% of Guinea's export revenues and includes GBC member companies Alcan, Rio Tinto, BHP Billiton, and Newmont Mining. The mining industry attracts most of the mobile workers and young people who comprise the populations most vulnerable to HIV/AIDS. The prevalence rate in the mining regions is three times higher (4.5%) than the national prevalence rate (1.5%). Guinea suffers from a dearth of trained medical staff; most health services for people living with HIV/AIDS (PLWHAs) are provided by private organizations and NGOs. Companies are particularly interested extending AIDS activities to the surrounding communities and integrating TB and malaria initiatives into their current programs.
GBC has great expectations for the Guinea PPP, which should attract mining companies operating in ten regions. Given the mining sector’s HIV prevalence rate, the PPP may indeed enable 36,000 HIV-positive people to determine their disease status and subsequently access life-saving treatment.

The country’s Ministry of Health agreed to sign an agreement with the Chamber of Mines as a sub-recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) grant already available at the country level. Guinea’s Prime Minister also announced that free ARV treatment will be available to all HIV-positive patients, effective by the end of August.
Under this co-investment arrangement, Guinea’s mining companies agreed to open their VCT centers and hospitals to local communities. To further improve access to and quality of treatment, Partners Against AIDS will fund training sessions for doctors and nurses on ART prescription and prevention of mother to child transmission (PMTCT). GBC is currently working with the Chamber of Mines on an effective monitoring and evaluation component.
